As early as 1857 there was an Act for the Abatement of the Nuisance arising from the Smoke of Furnaces in Scotland with amendments in 1861 and 1865. The 1890 Glasgow Police Act included a clause relating to the requirement for the owners of premises to allow smoke tests. This was incorporated into the Public Health Act 1897. In 1956 the Clean Air Act came into force with much more stringent requirements and, perhaps more importantly, subsidies to pay for the necessary changes.
