Scope and Content
These four items were originally folded together. Typed memoranda titled 'The Functions of a Sanitary Department' initialled by A K Chalmers, May 1900, dealing with the issue of the Medical Officer of Health's remit and the undesirability of separating out the Department's functions: 'A Public Health Department exists for the sole purpose of discovering the causes of preventable disease and having them removed'; a letter from Chalmers to Baillie Dick, 21st November 1900, concerning Chalmers' suggested actions in the continued fight against the plague and their legislative justification; blank form 'Statement by Sanitary Inspector of Proceedings under the Public Health and other Acts during 1899' with headings nuisances, workshops, tents and vans, underground dwellings, common lodging-houses, houses let in lodgings, infectious disease, burials, dairies cowsheds and milkshops, slaughter-houses and offensive trades, unsound food, Food and Drugs Act and Byelaws and space to fill out the number of inspections undertaken; and circular letter from the Local Government Board on the main provisions of the Public Health (Scotland) Act 1897.
