In 1903 the International Sanitary Convention of Paris was held as a result of quarantine concerns over outbreaks of the plague. Glasgow applied for and got an order constituting itself as a Port Local Authority with the Medical Officer of Health as the first Port Medical Officer. The Port Local Authority had the functions of disease prevention; disinfection of vessels; inspection of aliens; food inspection; and the health of crews and workers.
