The power to regulate cemeteries was included in the 1890 Police Act and later incorporated into the 1897 Public Health Act. Responsibilities included pauper burials or burials where family members could not be traced. As well as this, according to the Cemetery Bye-Laws of 1898, the Medical Officer of Health had to give permission for burials at less than regulated depth to ensure they were not a public health risk (see D-HE/4/5/2).
