Administrative / Biographical History
The Faculty of Physicians and Surgeons of Glasgow first granted a Licence in Dental Surgery in 1879 and for many years was the only body in Glasgow which granted a basic qualification in dentistry. The Royal Faculty granted the first Higher Dental Diploma in 1926, and the first Diploma in Dental Orthopaedics in 1949. A Dental Committee was formed in 1935 to advise the President and Council of the Royal Faculty on dental matters. A Fellowship in Dental Surgey was instituted in 1967 as it had become apparent that the Higher Dental Diploma was not regarded in other parts of the country as being the equivalent of a Fellowship in Dental Surgery. At the same time a Dental Council was formed with membership as follows:
a. The President and the Visitor
b. Four members elected by the Fellows in dentals surgery from among their number.
c. One member appointed by the Council of College.
d. One member appointed by the College.
e. The member who has been elected to the Council of the College by the Fellows in dental surgery and licentiates in dental surgery.
f. The representative of the College on the General Medical Council.
The Dental Council’s main business is to advise the President and council of the College on matters pertaining to dental education and training and on matters relating to examinations. Statutory meetings of the Fellows in Dental Surgery are held within the College twice per annum and coincide with a dental lecture. For further details see article on the Dental Council by J.A. Aims & Objectives for Dental Council for Period July 2004 to July 2005

1 Educational Activities
1.1 Symposia and Lectures The existing suite of symposia and lectures will continue. Preparations are in hand for a College symposium for Primary Care Practitioners on the Medically Compromised Patient. This will probably be in late 2005. Future symposia in what is hoped to be an ongoing series might be held furth of Glasgow.
2 Examinations
2.1 MFDS Part A and B Spring and Autumn diets are held in Glasgow. The schedule of diets in overseas centres will be agreed when likely numbers are assessed.
2.2 New Overseas Centre for MFDS Parts A and B Notice has been given at JMDF of RCPSG intention to look at the possibility of an examination centre in Pakistan. This will be progressed in the next few months.
2.3 Overseas Diet MFDS Part C Part C will be held in Dharwad in November 2004. Potential local examiners to complement Glasgow examiners have been identified. Four such examiners are scheduled to attend examiner training in Glasgow in October 2004 and also to observe the Glasgow October Part C. Depending on the experience of the first Part C diet in India, consideration will be given to running other overseas Part C diets.
2.4 MOMS . Diets of this examination have so far been loss-making because of small numbers of candidates. The policy for this examination will be reviewed with a view to forecasting future costs. A decision will then be made about the viability of the examination.
2.5 International Qualifying Examination (IQE) The IQE is the examination which replaced the Statutory Examination as the examination sat by overseas graduates in order to be placed on the Dentists Register. The General Dental Council were keen to see the examination taken overseas. A joint bid was put together by the Dental School in Dharwad, RCS Edinburgh and RCPSG
The proposal is to hold the examination in Dharwad in November 2004. Informal contact suggests that the bid has been successful, but written confirmation has not yet been received.
3 Examination Administration and Regulations
3.1 Development of MFDS RCPSG intends to take a major role in the development of this examination in the next year.
3.2 Bicollegiate Specialty Membership Examinations RCPSG intend to continue to lead developments in this area. In particular there is an aim to take the IMOrth to India at the earliest opportunity.
3.5 Examiner Training A modified course format and content will be adopted for the scheduled course in October 2004. This should form the basis for the common course to be run by all four Colleges in future.
4 Inspection and Approval of Training Posts
4.1 Approval of Training Posts in Scotland Some difficulty has been experienced in dealing with unsatisfactory visitation reports. A protocol for this will be drawn up and agreed with RCS Edinburgh and NES.
4.2 Overseas Training Posts A major effort will be made to greatly increase the number of approved training posts in India.
5 T C White Bequest Fund
5.1 More publicity will be given to increase awareness of the fund.
6 Fellowship Committee
6.1 Submissions Relatively small numbers of submissions for the award of FDS without examination have been made to the Fellowship Committee in recent years. A more active policy will adopted with consideration being given to more Consultants and senior academics in Scotland.
