Administrative / Biographical History
The College Surgical Executive Committee (SEC) is established to act for the College Council in matters which are specific to surgery, and which fall within agreed College policy.
2. It is convened by the Vice-President (Surgical) and its members are appointed by Council (in some cases in consultation with the Surgical Specialty Associations). Details of membership of the SEC are given below.
3. In particular, the SEC is responsible for taking action on behalf of College in relation to the following intercollegiate committees and other bodies:
• The Senate of Surgery
• The Joint Committee on Higher Surgical Training
• The Intercollegiate Committee on Basic Surgical Training
• The Joint Committee on Continuing Professional Development
• The Scottish Audit of Surgical Mortality
• The Scottish Intercollegiate Board on Standards and Training in Surgery
• The Surgical Specialty Associations
• It will also act on issues referred to it by the College Council or Executive.
4. Within the College, the SEC is responsible for ensuring appropriate surgical contributions to the Education Management Group, the Symposium Committee, the Cyber Medical College and the International Committee.
5. The SEC will carry out the College’s responsibilities in relation to recommendations for entry to the GMC’s Specialist Register.
6. Minutes of SEC meetings are to be submitted to Council for information, and to allow Council Members to raise any questions. The Vice-President (Surgical) will bring to Council any issues which require its consideration and decision, briefing Council on the SEC's deliberation and advice. If necessary, the Vice-President (Surgical) will arrange for another member of the SEC to deputise for him or her at a Council meeting.
7. The SEC is to prepare an annual report to Council, outlining for approval its plan, with targets, for the forthcoming year, and reporting on its achievement against the previous year's targets.
8. The Ophthalmology Advisory Committee is a sub-committee of the SEC and will submit the minutes of its meetings to the SEC.
9. The SEC should bear in mind the common themes identified by Council as relevant to all College activities:
a. The need to increase the number of Fellows and Members who actively participate in College affairs.
b. The vital importance of communication with Fellows, Members, the wider medical community, and College staff.
c. The need to ensure the financial viability of the College.
d. The importance of the 'Glasgow experience', ensuring that those who come in contact with the College feel welcome and supported.
e. The importance of improving intercollegiate co-operation.
