Scope and Content
The Development Working Party proper was created in 1989, with the amalgamation of the two working parties on loom development and future strategy. These groups, preceeded by a general working party, had existed from 1986 (for the terms of reference and the membership of the original working party, see the minutes of the meeting of the Board of Directors on 5th Dec 1985 - GD014/1/2/2). Their aims were to revitalise the industry, specifically by sourcing a new loom to replace the Hattersley loom, encouraging new weavers, introducing the Harris Tweed Bill, and producing a new marketing strategy. Working party members included representatives from the HTA, Weavers' Union, producers, CnES, HIE, WIE, and Lews Castle College, with meetings taking place up to six times a year.
The Development Working Party dealt with issues such as loom development (initially sourcing a new single-width loom before moving on to the double-width), training of weavers, the Harris Tweed Bill, promotion
